The RCSEd committee for Specialty Doctors, Associate Specialist, Specialist Grade & Locally employed surgeons’ committee (SASL) represents all SAS doctors, dentists, locally employed surgeons and locum consultants.
Surgeons in these grades are diverse in background, experience, and seniority, which means that there are a wide range of issues covered by this committee. Doctors in posts similar to SAS grades have been given the collective name ‘Locally Employed Doctors’ or LEDs*. Recent data suggests that as many as 32% of surgeons in the UK are either SAS or LED doctors.
The committee represents the interests of this group both within and outside the College, and is driven to promoting career development for SAS, LED and Locum Surgeons to allow each individual to work to their full potential, delivering a safe and high standard of surgical care.
Vacancies on the SASLED Committee
The College is now recruiting for vacancies on the SASLED Committee with effect from November 2025.
The Committee represents Specialty Doctors, Associate specialists, Specialist Grades, and Locally employed surgeons (LED Consultants as well as junior doctors) in both the medical and dental fields. Surgeons in these grades are diverse in background, experience, and seniority which means that there is a wide range of issues covered by this Committee.
The committee members will be responsible for assisting the Chair, RCSEd SASLED Committee with educational development initiatives and promoting career development for SAS, LED, and Locally Employed Surgeons. They will support the core aspiration of the RCSEd College to allow each individual to achieve their full potential, delivering a safe and high standard of surgical care.
Specifically, the members will assist the Chair in:
- Organisation and delivery of the Scientific and Educational Programme under the aegis of the College in the form of Webinars, Study days and Conference presentations.
- Contribute to Surgeons’ News with articles on matters related to SAS/LED.
- Regular attendance at its meetings and contributions to various activities of the SASLC.
- Development of SASLC Consensus and Opinion statements on affairs related to leadership, workforce development, and empowering SAS/LED in the NHS
Application for membership of the Committee is open to all Members and Fellows of the College in good standing in the above grades. The Committee is chaired by the elected SAS representative on the College Council, current Chair is Mr Majid Mukadam.

Committee Activities
- Delivering the opinions and priorities of SAS, LED, and Locum surgeons to RCSEd Council, through the elected SAS representative.
- Providing SAS representation on College committees.
- Contributing to numerous short life working groups on topics such as Whistleblowing, Return to Work (following a break in service), and the College campaign #LetsRemoveIt: Anti-Bullying and Undermining Campaign and Sexual Misconduct in Surgery.
- Developing College support for the CESR process.
- Promoting the provision of Educational Mentors and Supervisors for SAS, LED, and locum surgeons within their workplace.
- Participating in consultations on issues relevant to the SAS and LED membership, representing the College.
- Liaising with the RCSEd Policy and Public Affairs team, providing the SASLC perspective on political consultations and interactions.
SASL Committee Membership
There are ten members on the Committee, representing different specialties, grades, and areas of the UK. Application for membership to the committee is open to all Members or Fellows of the College. The committee will consider applications depending on vacancies on the committee. The committee is chaired by the elected SAS Representative on Council and at present two further members of Council sit on the committee to provide support.
